• Scored each department against a structured data maturity framework.
• Built a tool selection matrix comparing platforms on cost, capability and existing skills.
• Drafted a governance framework covering data ownership, quality and access.
• Turned the findings into a phased, costed three year roadmap.

The agency adopted the roadmap in full as its official digital plan, giving every department a shared direction and clear owners for each phase.

The governance framework now guides how new data systems are procured and who can access what.
